I think gold is 15 per because (at least before you could donate commodity deeds worth) it was the easy way out.

If you use your logic above then the devs think one reagent is worth 15 gold. It is more expensive to use gold because it is the easiest way. If you use other things you can get donation points down to 3 or even 2 gold per point.

Better to buy regs from faction vendors for 2 gp each and donate them. It's more efficient use of your gold.
