Can one still puchase & ride a mare or unicorn without being able to tame them? When I played before you could ride them at around 70 something taming, just not fight with them. Is this still the case?

Yes, you can ride them. You still have to have a minimum of 20% control to transfer though, which you can easily do with jewelry. Just don't try commanding them when you don't have a lot of control.
