Is there anyone in TB on Atlantic I could hook up with? I've already tried LNR but I can't get a response from anyone with them.

From what I understand LNR has gone into another of their famous inactive cycles. You are better off trying to start your own faction guild.
I've got a guild if anyone wants in or to ally - or I'll join someone else. I've seen TB around in small groups from several other guilds.
I claimed 5 out of 8 cities today, so it's not an impossible fight against Minax (HEAT).

i wonder in from time to time and play my TB guys on ATL.
i stole a couple sigs the other night and put them in TB.
stole them back a hour later.
then moved onto another shard.
drop me a line if you ever need a hand with a defence or something.

You could try asking the TF+R guild.
