any bug on reforging?

hello

I was using 1300 charge of copper runic for 100 HLL double axe in test shard

but I can't pulling one,
reforging with powerful, grand, inspire, vampiric / of vampire.. 4 charges.

any wrong? just bad luck? bug on reforging? :(
