From Tasmania (Oceania region) I can currently see the patch server and ping all (most?) shards.
The real question is whether I can connect to the shard you use, I guess. A router near you might be down.

No I am having the same problem and it was actually crashign my client completly when I would try to log in. But the servers and everything are up they are pinging like 700x the normal ping tho.....
