Access to the path denied?

My computer crashed and I had to reinstall everything. When I copy pinco's in to the folder and run as admin is says "access to the path mod settings.xml is denied. Wtf

I'm on Windows 10! Help @Pinco

probably you unzip everything in the wrong folder or the folder doesn't have the correct rights, check the setup guide and start over...
