Abusive language in General Chat

Abusive and vulgar language in General chat is getting out of hand on some shards, but not so bad yet on others. Much of the language is in direct violation of the UO Terms of Service. Is there a way to police this or automatically squelch these people who abuse the TOS? Can you create a special No-Holds-Barred channel for these people?

The chat filters and ignore list just doesn't work that well to block all this, and we shouldn't have to in the first place.

Since pub 73 people have the ability to Ignore players in General chat.
