can anyone tell me if a co-owner place a vet reward ?

Yes a co owner can. I placed the tree stump at a house that my older character was co owned too.

Some of the rewards have stated in the description, that they can only be placed by the owner account.

I know you can on some, but not others. For example, a co-owner can place a banner but not an ankh.
