A question regarding stealth and detect

According to the skill guide on stratics:

"When stealthing near other people or monsters there is a chance you are detected. A check is made by comparing the stealthers Stealth skill and Dexterity versus the other persons or monsters Detect Hidden skill."

Note that this indicates dexterity is a factor in the detect check. Is this true?
Will 125-150 dex really make a difference? Or does the passive detect system render this obsolete?

Dex has nothing to do with it. Just be careful when stealthing near elf players, and players with detect hidden. Also, no monsters I know of reveal you.

some monsters with area heat, like the burning gargs, or cold, can reveal you. Also, i think the slasher and some other high end guys can
