it doesnt decay instantly, it takes about as long as death robe. very quick, but theres really no reason to drop it on the ground to risk in the first place.

as for numbers, for all "everyone" drops the EM requests more items than they expect players at the event. Its not a 10 or 15 drop, but there also werent close to 100 people there, and many did not get looting rights.
In short, on manticores list the cloak would be listed as (?) such as the recent oceania drop, The Complete Book Of Dragons (?)
